The National Custom and Self Build Association (NaCSBA) used Freedom of Information requests to England’s 336 councils to establish that 14,300 people signed up to the registers between 1 April and 31 October 2016, in addition to the 3,700 people who had already signed up to the registers for 12 vanguard councils, which have been in place since 2014.  However, around 20 local authorities have either not set up registers, or are yet to market them
